The GSA MAS 8(a) Pool Initiative is a targeted program designed to enhance opportunities for small disadvantaged businesses within the federal contracting space. By focusing on eligible 8(a) certified businesses, the initiative aims to make these companies more visible to Contracting Officers for competitive set-asides and 8(a) sole source awards.

Contract Details

The program operates under the General Services Administration’s (GSA) Multiple Award Schedule (MAS) framework. Eligible small businesses that are 8(a) certified can compete for set-asides and sole-source contracts, simplifying the procurement process for both businesses and federal agencies.

Procurement Method

The initiative provides agencies a simplified and shortened acquisition process:

• 8(a) Sole Source: Allowable for contract awards with a ceiling of $4.5 million for services and $7 million for manufacturing.
• Reduced Decision Cycle: Time required to administratively process and award an 8(a) sole source contract can be as short as 10 days.
• Streamlined Acquisition Process: Negotiations occur only between the agency, SBA, and the potential 8(a) eligible vendor.
• Prices Reflect the Best Value: Agency negotiates with the firm directly to get a best value deal.
• Small Business Credits: Agencies can receive small business participation credits with each 8(a) contract they award.

Key Benefit

1. Federal agencies will be allowed to place MAS sole source 8(a) orders up to $4.5 million generally, or up to $7 million for orders with assigned manufacturing NAICS codes. 8(a) competitive orders may be placed at any dollar value.
2. Pool contractors will be eligible to receive, or may continue to receive, new competitive orders under the MAS contract until the earlier of five years from the date of award or re-representation is required, even after the contractor has exited the 8(a) Program.
3. Pool contractors will receive an “8aS” icon eLibrary and GSAAdvantage indicating that they are eligible for competitive set-aside and sole source 8(a) task/delivery order awards.
4. Solicitations exclusively for the Pool will be published on GSA e-Buy and accessible solely to contractors within the 8(a) MAS Pool.
